Oracle 9i Management Server

I have installed Oracle 9i Enterprise Edition under Windows XP (typical installation).
Now I want to run Manager Console. So I am trying to login to Management Server as sysman/oem_temp_at_localhost but the effect is:

   VTK-1000: Unable blah blah blah... Please verify that you have entered the correct host name and the status of the Oracle Management Server.

OK. So I checked this and I know that I should run Management Server. But how?
in my XP Services exists:

OLAP 9.0.1.0.1
OLAP Agent (this one is started)
Oracle Client Cache
OracleHTTPServer (started)
OraclePagingServer
OraclemOracleSNMPPeerEncapsulator
OraclemOracleSNMPPeerMasterAgent
OraclemOracleTNSListener (started)
OracleServiceSID (started)

Maybe there is a mistake in the hostname?

Help me please...
