No, not random. You're likely just waiting for a checkpoint to complete. The log, even though it has been archived, contains information newer than the oldest (earliest) checkpoint_change# in v$database. That means the log, though archived, is still needed for instance recovery - i.e. it contains information not yet written to one or more datafiles.
