Installation Issue

I have downlaoded Oracle 8i for NT/Windows 2000. I followed the following "Oracle" specific instructions:

Download Oracle8i in ZIP format
Unzip oracle817ntee.zip into a directory. Run setup.exe from the 'Disk 1' directory Read the installation guide (pdf) and Readme (pdf) before installing.

I execute setup.exe but nothing happens. From previous installs (when I had an actual cd) the OUI would launch. Is there something else not stated in these directions? Any help would be appreciated!
