I think that they've switched to new system and problems (as usually) occurs. I have had the similar problem. I've tried to find patches to my test 8.1.7.0.0, but after clicking on appropriate bug number, I've got a message that article is missing, link is invalid or I haven't this version and platform in my support contract. The last thing will not be an issue, because clicking on license info reveals that our support contract is very simple:

Oracle Server - Standard Edition All platforms Oracle Server - Enterprise Edition All platforms All Products All Platforms
Oracle Partitioning Option All Platforms

So I think that some support I could get. However, because I want patch just for test system, I take no more care, and didn't make any calls to solve this problem.
