I feel like I just discussed this question. If it was you, when I drill down further back, I will be ticked off.

If the domain administrator cannot use something like orapwd to change the internal password, and you have secured sys, system, scott (no that is NOT me) and other default accounts with non-default passwords, you are pretty safe. If I had my own NT2K server with PO on it right here next to me I could more easily answer the question.

Apart from that, if he/she/it hacks into your machine abusing their privileges, they could shutdown or startup the various NT Oracle "services", but without an oracle login or "internal" priveliges that are usually granted by group security, in UNIX, and I don't know if group security as regards Oracle exists in NT, your data are safe. Unless they want to spend time pawing through the raw Oracle datafiles belonging to the various tablespaces, which only an expert far above my lowly stature could comprehend; or they could send the whole works to the NSA or FBI, if it's REALLY important to find out what you are doing on your machine.

And if you are that worried and nervous, is this something you should be doing at work in the first place?
