Not entirely sure what you're after. Not even entirely sure that *you* know
what you're after. But since a schema <=> a user (in Oracle), then the
standard 'create user fred identified by password' command will create a new
schema, called Fred.
Or do you mean you want to create a new database? In which case, the database configuration assistant will be your easiest tool. (Start, Programs, Oracle-oraHomexxx, Configuration and Migration Tools).
