sys,SYSTEM can not login to OEM

I am using OEM which connects to Oracle9i, in the OEM console even I
specified 'as sysdba', I still get error:'ORA-01031, Insufficient
privileges', I am sure the password are correct.Anybody know the reason?



Besides, if I want remote connect with 'sys' without specify 'AS SYSDBA',
can I still login?


This is the case when I install 9iAS on another computer(NT/2000).
