8.1.7.0.0 has a known bug with respect to auto starting. At a minimum, I would apply the patches 8.1.7.1.1 and 8.1.7.1.5 for multiple TNS Listener vulnerability fixes. Better yet, apply the 8.1.7.2.1 patch (oui) and 8.1.7.2.7 patch sets. If you're daring, the 8.1.7.3.0 patch set is out. Please read the readme's - as applying patches in 8.1.7 requires additional steps, such as disabling sys_trigs.
