If you have the OracleHTTP apache server installed an running as well you can use your browser to run the console as an applet.. Just point your browser to http://<your Oracle9i machine>:3339/ then download the plugin (one time exercise) then enter the hostname that you used above in the URL as the machine name in the Oracle Management Server field.

It works fine with me.
