hi,
on terminalserver software has to be installed in other way as on "normal" nt Workstation to be available in every session. (type in Dos-box before installation : change user /install type in Dos-box after installation : change user /execute or install with start=>settings=>System control (Systemsteuerung ?) => software =>install

in my eyes only a clientinstallation is sensefull on NT-TS (are there services running ?)

to install a Oracle server is in my eyes nonsense (better install it on a seperate server aside the Terminalserver)
