ORA-06553: Who was first the egg or the chicken?

Fellow Oracle Netters:

System: Solaris 8 running Oracle9i Enterprise

I tried to drop a table and got:
ORA-06553 Package STANDARD not accessible.

I tried to run as a SYS:
$ORACLE_HOME/rdbms/admin/standard.sql

SQL> get standard.sql

1 @@stdspec.sql
2 @@stdbody.sql
3* grand EXECUTE on STANDARD to public
SQL> / getting:

"ERROR at line 1:
Invalid SQL statement"

Now, I tried to run first stdspec.sql and came with the errors:

ORA-00604 Error ocurred at recursive SQL level 1 ORA-06553 Package STANDARD not accessible

Any help how to solve this issue will be greatly appreciated.
