Installation problem on NT2000

I have tried to install Oracle 8.1.7 on NT2000, but something is completely wrong. When I try to run setup.exe from the CD, the installation program terminates without even showing the starting menu. When I run task manager and look at Processes, I observe that setup.exe is started, then another process called JREW.EXE is started, but after a very short time both of them disappear from the processes list, and nothing more happens..

I will be very thankful for any advice!
