export Oracle7 - import Oracle8

I exported complete database from Oracle 7.3.4. This database contains
some users, roles, some tables are in their own tablespaces and so on.
If I want to import this database dump into Oracle 8.1.7. Do I need to
manually create all users,roles,tablespaces in Oracle 8.1.7 before
importing old dump file in it? I tried to import old dump but import
program said that it cannot find needed tablespaces!
