  Oracle is doing this all the time, you can download Oracle Enterprise Edition, full documentations. Any one can read the manual, learn Oracle. Sure. After you "learned" it, just walk up to an hiring manager say, hey, dude, I know Oracle, give me the money.
  Oracle is a for-profit orgnization, what's wrong with that ? At least they are not making money at the cost of American's life, or life of other countries.
  Tests, which test you've taken (I assume you have post graduate education) is perfect for testing your ability and can't be crammed, at a reasonable cost, of course. I agree a one-to-one interview with an 10 year DBA as a test is perfect, if you can control the cost at $150 a shot.   BTW, do you still remember your high school geometry class, and do you think you can pass the same test again. Does it invalid your high school education?
