Thanks for the advice, guys. I have now worked round the problem, as you suggested, by creating the database manually. I added the appropriate entries to tnsnames and listener.ora, ran the Database Configuration Assistant to generate a script of all the create statements, then ran oradim and SQLPlus to create the db.

Strange that it didn't work in the first place, I assume for most people it works fine most of the time. The problem seems to be that svrmgrl won't work. Must be something odd about this server(?).
