That's totally untrue. It depends on what you do with your time. If you sit there and occupy space, ofcourse not, but if you are put in a position where you're the only one to manage the DB, or tune the code, or whatever, and all eyes are on you, you bet you will learn and learn fast. It's called baptism by fire, and no certification will improve your skills better than that.
