local write wait

Oracle 8.1.7.0. I have a session that's taking up to 15 minutes to truncate a 16k table. The wait event for the session is "local write wait". The 8.1.7 manual doesn't include a description of this event. Can someone tell me what it means and why I'm hanging on it for so long?
