use a database logon trigger. See example below:
CREATE OR REPLACE TRIGGER log_the_logon
-- to disable this trigger (f.i. if the trigger PLSQL block would fail) -- use CONNECT INTERNAL -- ALTER TRIGGER log_the_logon DISABLE --
