There's a clue in your last error message: RMAN regards incremental level 0 backups as functionaly equivalent to a full database backup (that is, all used or once-used data blocks are included in the backup) in both cases. The only difference, in fact, between the two is that a full backup is not referenced by future incrementals for the purposes of determining what should be freshly backed up, whereas a Level 0 is.

Incremental level 1, however, requires you to backup only those blocks which have changed since the Level 0 backup -and that requires some infrastructure to permit comparison of block SCNs which simply doesn't exist unless you have the Enterprise Edition.
