Problem with Enterprise Managment Server on NT

I'm in trouble
I installed a Enterprise Managment Server. On the end of instalation process I got error :
No class found oracle.sysman.vte.repmgr.RepositoryMgrApp I ignore this error and finished instalation. After that I tried to run a Configurator Assistant. I modified file emca.bat (I chnage options of jre from "jre -nojit" to
"jre -nojit -verbose") to see all messages.
I run emca.bat script and I saw the same message (
"No class found oracle.sysman.vte.repmgr.RepositoryMgrApp")
But in all previous messages there is one "Loaded D:\oracle\ora81\classes\oracle\sysman\vte\repmgr\RepositoryMgrApp.class" So if jre loaded file with this class why It couldn't find this class.

I made the same instalation on Window 2000 and I have no errors.
