Can tnsping not connect. Using 2 differnt IPs

Large company aquires an industrial site. The site continues to use old IP scheme.

To reference an Oracle machine while on the site you use one IP address. From off the site you replace the first 2 octets.

On site
120.30.200.200
off
160.40.200.200

I am off site. Pinging, mapping drives, tnsping the off site IP 160.40.200.200 all works. The on site IP from off site is unrecognized.

When I go to connect using the off site IP 160.40.200.200 I get error 12541 End of trace file contains
