I get this message when logging into 8.1.7.  The db is installed on an
Windows 2000 box:



Error accessing package DBMS_APPLICATION_INFO
ERROR:



ORA-06553: PLS-213: package STANDARD not accessible



Everything in this Win2k box was installed through the OUI.  How could
anything be missing?
