Listeners w/ different timeouts

I need to specify different timeouts for my distributed db connections than I do for my user connections. I'm assuming that I need to configure different listeners on seperate ports to handle this task.

However, as I'm not very experienced with SQL*NET/NET8 configurations, I was hoping that someone could tell if I'm going in the right direction and provide some guidance.
