Just this second done a tnsping of a tnsnames alias: I get the message "OK".

Just checked the listener: everything's fine. So... it's not a bug, but must be a configuration issue your end. Tru a full re-install of XP, and see what happens!

(Not being funny: but I see a bazillion messages here every day about installation woes on various flavours of Windows. I've yet to have a single problem... but then (and this I think makes a difference) I only install Oracle immediately after a clean installation of Windows itself.)
