The Oracle Agent is required if you want to do Hot Backups, and the Agent only does Hot Backups.

If you need to do cold backups, simply shut down the database, and use Backup Exec to backup the OS files.

You may want to search on Veritas's web site for info about the Oracle Agent and Backup Exec.

I would strongly suggest that you do a test recovery of the database backed up with Backup Exec onto a different server to see if your backups work.
