If you don't have access to the W2k resource kit or similar helper applications, try removing the services manually. Look under:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services

for service names like "Oracle..." and delete them. You may also have some Oracle entries left under HKEY_LOCAL_MACHINE\Software\ORACLE

Simply remove the whole "ORACLE" key, reboot your machine afterwards and you're "clean".
Remember: Thou shalt not modify thy registry without a valid backup!
