And you forgot to mention

- compiling pl/sql programs which can give a dramatic performance boost
- if using OPS, upgrading to RAC you will see the same
- improved OCI performace in array handling
- improved dequeue performance if using AQ (Advanced Queueing)
and lots of other performance enhancements. We already upgraded and it was worth the effort
