It appears you are consistently asking RTFM questions. You can easily find the definition of what the shared pool is in the Oracle Concepts Manual , you can find recommendations on sizing the shared pool in the Designer Installation documentation, and that will learn you 4 Mb is just plain ridiculous. You can from the docs also learn which parameter in init<sid>.ora you have to change to resize the shared pool.
