I would suggest following construction:

• create a schema TABLE_OWNER, which holds all application objects as tables, views and packages
• create one or more appropriate roles to which you grant the necessary SELECT, INSERT, EXECUTE etc privileges
• grant the role(s) to your users

That way you can revoke the role from your users, when necessary. The changed privileges take effect immediately.

Another solution may be to change the users' passwords temorarily.
