Oracle Stored Procedure on table update

We are using Oracle 7.3.4 on AIX in which we have a table table1 which has fields like field1, field2, field3, field4. We are required to write a procedure or /package that ASA user inserts any value in field2 of any record that particular record including all field should be passed to a client application developed in VB.
