From the error message 19502 and 27069 it would appear that an I/O error occurred.

1 - Are you running personal Oracle on a supported version of the OS per the disk label for the version of personal Oracle that you have? 2 - Do the indicated directories exist? 3 - Does D: have adequate free space? Or should that be C:?

The error message for 27069 says to contact support: 27069, 00000, "skgfdisp: attempt to do I/O beyond the range of the file"
