The folder is in your registry ...'hklm' refers to the folder called "HKEY_LOCAL_MACHINE".. int there you'll find the string he's referring to..

Or, as suggested, go to the DOS prompt and type "lsnrctl"...you may need to add a value to your PATH if it's telling you that it's a bad command or, I believe, you can change directory to within the oracle home folder to execute it...as Sybrand says, once you do that you will start the listener control utility and your prompt should change to LSNRCTL > (that's not necessarily true, but it likely will)..

Within the listener control utility you can type START to start the listener ..you can also type STATUS to view the status of your listener.
