I'm afraid it IS an issue between Windoze and your mouse. I am running both 8.1.3.6.8 and 9.0.1.1 and both versions of sqlplusw.exe behave properly with my wheel mouse when I use both mouse buttons simultaneously as a pseudo middle button.
