There are several jobs that smon performs periodically and at instance startup. It coalesces tablespaces, performs database recovery startup, etc. It's probably performing one of these jobs.

If you want to see who is on the database look at v$session. V$sql will tell you what they are doing. I've never tried this but you might be able to see what smon is doing by obtaning it's SID and looking up the same entries in v$sql and v$session for that SID.
