In other words I was correct in posting my question here in the first place since sqlplusw is distributed with enterprise (and standard) edition. This is where I thought the question belonged but later reposted the quesion in .tools as Uwe said it didn't belong here. I do not make a habit of multi or cross posting. In fact this is the first time 7+ years of usenet that I have.
I still don't have an answer though. And this is not in issue between
Windoze and my mouse afaik. It's an issue between sqlplusw (an oracle
product) and my mouse. It's no longer picking up wither a middle
button press, or a simulated middle button (pressing 1 & 2
simultaneously).
