Have you checked, if the NT-server is configured as a file-server (the default) or as a network application server? If NT thinks of being a fileserver, not all memory is available for processes.

As I'm only familiar with german NT, I sorrily can't explain exactly, where you configure it, but look under Network configuration\services (?)\Server\properties.
