Install of 8i ends with warnings on Windows 2k SP1

I have tried three times to get 8i successfully installed on Windows 2k sp1. During the installation, I get the following errors:

Error in writing to file C:
\Oracle\Ora81\rdbms\admin\prvtstat.plb

with a choice of help, retry, ignore, cancel

The only way to go forward is to ignore. The file is created but I am not certain it is good.

Later during the install I get the message:

MGR-01507: unable to open file "C:
\Oracle\Ora81\rdbms\admin\utlrp.sql"

with a choice to ignore or abort. I chose "ignore".

This file is no where to be found on the system. In fact after comparing this installation attempt to other systems with 8i installed, I find that there are a lot of files (80) missing in the rdbms\admin directory including sql.bqs and restore.bqs as well as many .sql files.

What do I need to do to get a clean installation?
