Below is what I have in my PATH on WinNT4.0 for oracle. It's probably the same. ORAENV only applies to unix systems.
PATH=E:\oracle\ora817\bin;E:\oracle\ora817\Apache\Perl\5.00503\bin\msw in32-x86;C:\Program Files\Oracle\jre\1.1.7\bin
