How to create ORACLE_HOME/dbs/orapw

Hi,



while I am trying to create my ORA 9i instance,
Oracle stuts down, because the file


{ORACLE_HOME}/dbs/orapw does not exist.



What steps do I have to perform to create
this file properly ??
