FIXED!! Here it is in the words of the database admin:

Diffed the Oracle init parameters and found that mts_dispatchers = "(protocol=TCP)" was enabled on ora1 and not on ora2. I disabled it on ora2, booted the box and was able to connect.

Weird, huh? You'd think it would be using tcp anyway . . .

Another tidbit: I could connect from a Windows box (identical code, drivers, etc.) that was at the co-lo where the Oracle boxes were.

Now everything works everywhere!
