IMP-00037: Character set marker unknown

I'm getting IMP-00037 trying to import a file that appears to have exported just fine. The export log shows "Export terminated successfully without warnings" on the last line. The export was done through a pipe into gzip. NLS_LANG was unset on both the export and import. What do I need to do to import this file. This is a critical issue.
