Cursor fetches slower on 8.1.7 than 7.3.4

Has any one come across this problem, and more importantly can anyone suggest a workaround. From talking to Oracle 9.2 is not going to be released until March 2002. Does any one know how much slower a FETCH is in 8.1.7 than in 7.3.4?
