is the oem-repository owner currently connected? if yes: shutdown the oracle management server (oms) OR disconnect the repostitory owner with the "alter system kill ..." statement as sys(tem) user.
in some cases, it is posible, that the dbsnmp user is connected to the database, so shutdown the dbsnmp-process, too.
