I think Nuno is hinting at the fact that the currency (the Aussie Dollar) has shed about half its value in a little over 5 years. The kind of thing one normally associates with (and I hope I'm not offending anyone here!) the various states of Latin America.

Never use the expression myself -but then I say 'rellies' and Nuno says that's a no-no (half-rhyme intended). And I've never even heard of Harbord!
