What you are describing is the Parallel Server option. In a UNIX (what I am familiar with) environment this would require 2 or more servers in a clustered configuration. The physical datafiles would be on raw devices and shared between the 2 nodes in the cluster. You would then set various init.ora parameters to allow Oracle to share the physical datafiles. Essentially you start an instance on each node and they both access the same files. Also, you need the enterprise edition for this to even be an available option.
