DNS and service name

I use an Oracle database 8i on a Windows 2000 server. The server hasn't installed active directory and hasn't installed DNS server. The server is a stand-alone server and isn't join to a domain on the network.
Suppose my server is called host and complete name is host.test.local. From a client if i ping the host name (HOST) will be ok. From Net8 Assistant i've configured a service name with host name=HOST. If i test the service i receive an error like 'target host does not exist'. Modifying the hosts file on client in this way: ip address HOST.test.local

that's ok.
Why Net8 doesn't resolve host name?

Any ideas?
