True. However they may not be applicable to all situations. For example I work (and used to live) in Bristol in the United Kingdom. The administrative unit in the UK which is closest to the US State is a County. However Bristol is not in any county (or rather the city and the county of Bristol are coterminant so there is only one relevant authority the City Council). Moreover in many online address entry forms this meansd I am *required* to enter my address as ...Bristol,Bristol,UK. Only a bit irritating. Also not all postal codes follow the US Zip format either.
