The exact error is EMSDK-1100....

My guess is you just applied the 8.1.7.2.1 database patch, and now...poof...you hit bug 1946984

If this is correct, you need to get a the older njssl8.dll (before patch version) and put it back in the O_H\bin

If that's not it, then you may be running into either a host name resolution problem, or a firewall between the console and the OMS....
