I do wish people would get into the habit of quoting the entire error message string and not just the number (there is no innate "oerr ora" on NT, for example!)

But anyway: no you're not screwed, just not quite up to speed with 9i yet.

In 9i, Server Manager doesn't exist anymore. In 9i, Internal doesn't exist anymore.
And in 9i, SYS cannot log on as a normal (though powerful) User anymore.

Since your error message is "ORA-28009: connection to sys should be as sysdba or sysoper", the last of these changes applies to you.

This has nothing to do with configuration or installation. It just means you are trying to log on as SYS without the 'as sysdba' keywords needed to alert Oracle to the fact that you wish to use the password file or O/S authentication methods instead of the data dictionary authentication method. The correct connection string will therefore read:

connect / as sysdba (if you are using O/S authentication) OR connect sys/change_on_install as sysdba (if using password authentication).
