You need to start the intelligent agent. On Winblows that is a separate service.
Otherwise no joy
If the intelling agent doesn't work
(which you can verify by lsnrctl dbsnmp_status) you should delete all *.q files in %ORACLE_HOME%\network\agent, and potentially services.ora in the same tree. All documented in the OEM doco.
